[SEARCH] Make everyone and everything passive? (perm tcai)

So at this point I've completely turned the original 32-bit Skyrim into a porn game of sorts, and the new 64-bit is for when I want to play the game as intended.

 

I'm looking for something that will make all the inhabitants of skyrim non-hostile all the time without having to use the "tcai" command every time I load in. I like to make a lineup of sorts so I don't have to go searching for certain actors or look for their ID to spawn them in.

Having to disable the combat ai every time I log in is a pain because there's a brief moment where everything will take that moment to murder each other.

 

Looking for some leads or hopefully a simple edit that can force passive behavior.

One way is to put the commands you want to run when the game starts into a .txt file, then put it in your skyrim directory where your skyrim.exe file is located. You will then need a mod that automatically runs batch files when the game starts which can be gotten here, like this one:
