The outfit is just the vanilla skyrim outfit modified to where the top part of the dress has been removed the skirt part has been shortened to skirt length and the side has been opened up.

 

All you need to do is use a BSA extractor and extract the dress mesh file out and use outfit studio to zap the top off zap the skirt to make it shorter.
