Why is atmospheric fog yellowish near horizon but blue when looking straight up

Is there a way to change the ugly yellow/white-ish haze that shows up when looking straight at the horizon? the sky goes from deep blue to white-ish yellow.

 

I'm wondering if there is a way to bring that blue all the way down to the horizon.

I'm using tetrachromatic enb. and these screenshots are taken at 1pm in skyrim.

Must be smog.  Los Angeles was the same way in the late 60s and 70s.  On a good day.
