Can't get mod programs working

As the title suggests, my new desk top can't run either Mod Organizer or Nexus Mod Manager for some reason, and I'm not sure what to do. Mod Organizer crashes on launch (Program has stopped responding) and Nexus Mod Manager wont open because I dont have "an up to date .NET" but if I load up 4.6 or whichever is the newest NET program, it says my new computer does not have the requirements for the installation (which I am fairly sure is straight bogus).
My laptop can run either of them, but does not have a strong enough video card to handle Fall out 4.
Please help.
