Have you tried re-installing Open Cities Skyrim yet? It seems to me like that Open Cities Skyrim.BSA file became corrupted.

 

Maybe reinstalling would fix the problem...

 

The second thought I have is that maybe you have another mod which is incompatible with Open Cities Skyrim. Go check the OCS description page for more info on incompatible mods and verify you don't have any conflicting mods.
