You can actually make them yourself with a console enchant, don't really even need a mod. The mod that Torv posted is likely more along what you are looking for, but console enchants can be pretty fun to mess around with. As an example, you can enchant a ring, or whatever with the magic effect from say Animated Dragon Wings and give it to an NPC and they will have wings. So you could make yourself a ring enchanted with just the visual effect of the Storm Cloak spell and walk around crackling with lightning, or wreathed in flame.

 

To do this you need to know the object ID that you are going to use for the enchantment and MGEF (magic effect) ID. Once you have those you type PlayerEnchantObject "object ID" "MGEF" "MGEF". Don't use a "." like in player.placeatme.
