I can't complete this quest because Dar-Ma is not in the cell but the quest marker points to it. I tried exploring around the caverns and the town but there's nothing but her horse. Its night and I tried sneaking around but she is no where.

Use the console:

Enter:

prid 000280FA

 

Now you see her ID at the top of your screen.

Enter:

moveto Player

 

Now she is there. if she is dead

Enter:

resurrect

If a Mod had disabled her.

 

Enter:

prid 000280FA

Her ID must be at the top of your screen for the next 3 commands !

Funniest incident I've had with Dar-Ma was when I left her kidnapped for so long when I finally went to rescue her she had a kid via Tamago down there with her. >__>
