how do people make poster retex packs?

like the title says, i'm wanting to try my hand and creating a retexure pack like so

GIMP is free and can edit textures. You can google it or use the links below. I prefer the portable version.

You will also need the DDS plugin to open and save the textures.

 

DDS Plugin : http://registry.gimp.org/node/70

 

Put the DDS.exe file in this directory : C:// (unzipped archive dir) GIMPPortable\App\gimp\lib\gimp\2.0\plug-ins\

well looks like i might get my hands on a copy of " cs6 extended" and if so, i'll try and see if i can try this out! always wanted to try this
