Obviously, track one is a bit of a joke but ...possibly?

I thought track one sounded the best too me. Track 3 too me sounded more like a rpg one like something that would fit skyrim and didn't seem like it would fit into fallout. Track 2 and 4 also didn't seem too bad.

Agree on the comment about track 3, especially since it was originally composed as a replacement for Skyrim but never used. Good call.

I like track 1 because it reminds me of SC, but Track 3 sounds more fitting for level up.

Track One (listed as 2 in OP) sounds best. However I like Track 2 (Listed as 1 in OP) sounds a bit more Western like.

Track 1 is from Left 4 Dead, you might want to reconsider using that:

 

"We're not fine with taking assets from our games (e.g. voice, music, items) and distributing those separately."
