Is Tes5edit Merged Patch enough, or is bashed required aswell?

Use both :)

Bashed Patch handles level lists quite accurately and can merge simple esps automatically quite well.

The newest (1.6) merge scripts for TES5edit can handle the other stuff like WATER, armor mods and what not.

TES5Edits merged patch merges almost everything, while bashed patch merges only level lists and such.
TES5Edit can merge factionlists, crafting lists, item stats, NPC stats and other stuff too. Wrye on the other hand can completly include some mods by merging them into the bashed patch, which frees the load order of some plugins.
So the recommendation is to first create the merged patch and then (with the merged patch active) the bashed patch.
Load order is merged, then bashed.
