I clicked that link, looked to the side to the poster's name, then scroll down the comments for any made by the poster. First comment I see it says he's using pretty face pack.

 

At a guess I'd say it's sharpshooter's ENB, there's a new DoF mod out also that you might be interested in, sure you can find it on the nexus with little difficulty.

I can hope :P Also, might not be the right area, but is there a mod that reveals the entire map -BUT- doesn't make them able to be fast traveled? Just reveals the black/grayed out locations?
