There are ribbons that look almost exactly like the ones that the girl in the image is wearing in this mod right here. You could also try the Wa Ribbons mod (in its standard and HDT variants).

Oh,if you want 'kinky' anime style ribbons,the Ribbon Armor best fits a certain particular definition.

Besides the SOS Schlong Protective Gear, the peniscase and the festive phallic sleeve found in the Xmas mod JP 2014,there are phallic accessories in the Futanarium and Androgyny mods,but those have their own static penises that one would have to remove the accessories from in NifSkope before applying them to the penis meshes there and maybe even have to adjust them in a full 3D modeling program,something that would take a lot of work. It is still a possibility with enough skill.

 

Unlike those accessories,the penis armor from the Molag Bal,God of Rape mod comes off extra easy in NifSkope,and can be set aside as its own armor mod with minimal effort if you know how to use NifSkope and the Creation Kit at all.

Thanks to Bethesda that is not possible in Skyrim. in the oldest game, (Morrowind) the face animations worked perfectly in Oblivion it was less in Skyrim and nothing works anymore.
